Yes sir, it works with all systems in the 3ds family. Power saves actually never touches the 3ds unit, instead works by using the power saves to plug the cartridge into the computer and then use the software to modify the games existing save file. A way too look at the device is it's built similarly to a SD card reader, but instead for 3ds games.

You have to have the game card or cartridge. The 3ds action replay does not work on downloaded games to the system. You also have to be a windows user to work the program for the 3ds action replay. The programming does not work for the Macintosh or OSX. You could try running bootcamp and install windows 7 on to your macintosh and run the program that way; if your using a mac.

Q: Is this completely safe to use? The 3DS specifically states that unauthorized use may cause the 3DS to become bricked. Has anyone had this happen?

Your 3DS won't become bricked, however your cartridge might. Pokemon cartridges have a really weird save method where it has a small possibility of overwriting the actual game data instead of just the save data. This means that your cartridge can become bricked. My copy of Moon did. I could start a new file, but as soon as choosing your character and actually going into the game I just got a black screen. Animal Crossing saves similarly as well. You are better off not using this for Pokemon.
