Does it come with a camera or is this just the mount?

This is just the mount for a camera. Camera purchased separately.

Is this mount compatible with kenwood cmos-130 camera?

Not sure how brand specific this bracket is as I had to make some modifications for my use case but they were easily done and the bracket seems to be sturdy enough to make work however you need to

Does this camera mount allow the camera to view through the jeep wheel mounted on the back or above the tire?

It didn't work for my application. my spare tire wheel spokes didn't line up.
