Will the jaws of these pliers fit through 1/2" hardware cloth holes (straight through, not on a corner or edge)?

YES! I used it on 1/2" hardware cloth myself. It's been a while since I did it but I think the pliers had to go in at an angle but it did work with the clips.

Will these work on 1/4 hardware cloth what will work on the 1/4

1/4" hardware cloth measures about 1/4" center of wire to center of wire and the wire clips measure 5/16" they don't fit in between the wires if you don't have a lot to do you could cut a wire to make the clips fit . if you have a lot to do it could be a pain . Bob

Tin snips will cut these just fine right? Use staples to mount or does anyone recommend the clips? For chicken run and garden

These are pliers for the clips. Whatever you do, don't use staples for a chicken run. They don't hold well and can easily be loosed by predators.

Will these work to cut hog rings on upholster ?

I don’t know what “hog rings on upholster “ are. But the pliers are pretty solid.
