Silhouette is a brand of machine which functions basically like a robotic exacto knife for cutting detailed designs in thin sheets of material such as paper and vinyl. Such a machine is not required to cut out the design. The use of scissors for a good enough cut-out is fine since the edge is clear. Any inkjet can be used to print the design.
