Do i need nail prep liquid before I apply base coat?

Thanks for your question, here is the instruction for reference: Step 1: Clean Nails then trim nail surface as normal manicure process. Step 2: Fully shake up the polish, it can make the polish color be balanced. (Important) Step 3: Apply a thin layer of Base Coat and cure under nail lamp. Step 4: Apply 1st layer of Gel Nail Polish and cure under nail lamp again. Step 5: Apply 2nd layer of Gel Nail Polish and cure under nail lamp again.(Recommended but not necessary) Step 6: Apply No Wipe Top Coat/Matte Top Coat and cure under nail lamp again. Or regular Top Coat but remove the tacky surface with cotton soaked with cleanser or 95°alcohol after curing. Hope that helpful for you.

Los esmaltes se secan solo con la secadora de luz,?? No al aire libre,??

Thanks for your questiong, yes you need the UV Light for drying along with the gel base and top coat.

I ordered the color changing but they don't change color! Am I missing something?!

I think it’s hit or miss. I would just try them all out and see which ones works. The purple/pink worked really well for me. It the pink/blue is more like a light blue/dark blue and it only worked in extreme cold. Even then just barely. So, short answer no, you aren’t missing anything.
