Are they weather proof?

Yes, you can use it for decoration outdoors, but in harsh climates, we recommend that you keep it away

Hi, Are the flowers and vines water proof, meaning will the color run or damage the flowers?

Yes they are waterproof and will not run or damage flowers.

What material are these made of? It says rattan but they look like plastic...

There is definitely plastic in it.

Can you put them on a fence

Don’t think they are strong enough for that
