Q: What is the acrylic for? The instructions don't mention it at all, only says mix the powder with water.

Look inside the container and you will find a bottle (small) that you add to your powder to enhance the bonding. Acrylic polymer additive for better bonding.

Q: can you paint this after it is set?

Yes you can, just follow the instructions. Painted mine and it looks great!

Q: Is this ok to patch a concrete garden pond, and add concrete color? It is preferable that the surface dries rough and fine if added color is mottled.

You can apply this product so that it is rough, but I believe you'd lose some of its ability to stop water from leaking threw it. Instructions are to put a smooth finish on it which will stop water from moving thru it. If your not worried about a little water loss, then I guess it should work fine for you.

Q: Is this product sand able?

It is absolutely sand able but it is easier to apply and lightly brush (with wet sponge or cloth) to an even finish.
